David is the founder, head and director of David Chong Law Corporation. He was formerly a lecturer at the National University of Singapore.
As one of the first lawyers in Singapore to be admitted as a Barrister and Solicitor in the British Virgin Islands (BVI), David has extensive experience and expertise in the areas of trust laws, international corporate and commercial law and international finance.
David speaks regularly at international conferences and seminars in areas of trust law, regulatory matters, estate planning and international finance. David was engaged by the Labuan Financial Services Authority (formerly known as Labuan Offshore Financial Services Authority) to draft the Labuan securities industry legislation.
David is founder and owner of the Portcullis group of companies, which is the largest Asian-owned independent group of trust, fund and family office service provider. He is also the current President of the Singapore Trustees Association (STA). He served as the Founding President of Society of Trust & Estate Practitioners (STEP) Singapore Branch and was the Founding President of the Singapore Fund Administrators Association (SFAA). He is a Fellow of Harris Manchester College, University of Oxford.
David has a Master’s Degree in Law and a Master’s Degree in Business.

Beng Lay has more than 30 years of legal practice in a myriad of practice areas such as banking, corporate finance, joint ventures, corporate mergers and acquisitions, private equity investments and divestments, mutual funds set-up, commercial transactions, trust set-up and related matters.
Besides having significant experience in the sale and acquisition of corporations with interests in China, Malaysia, Indonesia, Singapore and numerous offshore jurisdictions, Beng Lay also works with high net-worth clients and their families on estate-planning and succession issues including family governance matters.
She also co-authored the first edition of the “Joint Ventures” title of Singapore Precedents and Forms (Volume B on Joint Ventures and Mergers and Acquisitions) now published by Lexis-Nexis.
Beng Lay has been a member of the Society of Estate and Trust Practitioners (Singapore Branch) (STEP SG) since 2004 and has served on the Executive Committee of STEP SG from 2005 to 2010. She has also been serving on the Executive Committee of the Singapore Trustees Association since 2021.
Beng Lay has a Bachelor of Laws (Hons) from the National University of Singapore.

Felicia graduated from the National University of Singapore with a Bachelor of Laws (2nd Upper Honours) in 2016. She was admitted to the Singapore Bar in 2017 and admitted to the roll of solicitors of England and Wales in 2023.
She has experience in a wide range of legal work including immigration and corporate matters. Felicia also works with high net-worth clients and their families on estate-planning and succession issues.
